Introduction An ideal government is one where citizens coexist in harmony, live by virtues of equality, and live in peace. This paper seeks to attain the formation of a perfect government for a new country. The country lacks viable government structures, and there could be both domestic and foreign terrorist threats. The concept of an ideal government originates from philosophers such as Plato, who sought to create a dreamlike state where all was well. Such a state is referred to as Utopia. However, Utopia does not exist in a real-life situation (Lewis, 2018). Political science seeks to achieve the best style of governance that promotes the public good and creates a high society. This paper will address the functioning parts of the government that supports economic growth, political tolerance, and working security agencies. A perfect state focuses on its domestic concerns and foreign concerns. The local concerns will seek to curb the high level of terrorism and promote economic development. On the other hand, international interests will address external security threats. Building a Government There is a clear distinction between the government and society, according to Paine’s argument, which is contrary to what some of the writers believe in (Meng, J. 1946). He believes that these two things have different originality with each being built on a different ground. For instance, he argues that society is built on our wants while the government is built on our wickedness as human beings in the community, the organization, which in all aspects, is a blessing. Therefore, he believes that the government is our punisher, unlike the society that embraces brotherhood and togetherness among the people. As such, according to him, the government is an evil thing that should have been avoided in the first place as it leads to the creation of laws and exhaustion of resources that are created and owned by the society and in return giving back just a small portion of these dividends (Jordan, 1973). He clearly illustrates his sentiments in the argument. For instance, he states that we furnish our miseries. This is about the government being built by society and funded by the same community for it to carry out its objectives. This is done for the government to be the lawgiver and provider of peace and order in society. However, if we could be a law-abiding society, there should not be the need for a law provider in our midst (Chemerinsky, 2016). Besides that, he also illustrates how few people lead to the creation of the government. For instance, when a few people go into isolation like an New country and begin their life on the New country. These people create a society through which they are bonded together. However, with time, they end up making rules and laws that have to be abided in the community for coexistence. It’s through these rules and regulations that they end up with a form of leadership that evolves into a government for these people. Generally, I think that both society and the government exist because of each other. The community depends on the government for the provision of security, laws, and regulation to ensure that there is always normalcy in society (Chemerinsky, 2016). On the other, the government survives because of the services it gets from the nation. As such, I would argue that the two entities should be able to co-exist with each other. Having a strong foundation of a national defense system will promote a better lifestyle for those that are living in fear because of the domestic terrorism going on. Those who are loyal to the dictator who are causing violence, murdering the innocent, and who are causing mayhem will be tried and put to justice. With the funding of this program, there will be an increase in law enforcement, border control, advanced central intelligence, newer technology systems as well as military control, being that these loyalists are getting much help from other countries’ dictators. Another domestic program that this country will be heavily involved in is healthcare. My point of view is that healthcare should be a human right for all and that there should not be different resources and access to healthcare, depending on someone’s socioeconomic status. Healthcare will be provided without any exclusions to protect and serve our citizens. Being in good health is also a part of looking out for the public good. The economic structure that this country will be based on is of the capitalist philosophy. Capitalism is “an economic system in which individuals own the means of production and ca legally amass unlimited personal wealth (Magstadt, 2015)”. This type of economic structure focuses on the wealth of citizens as individuals and has it where any government input is restricted. Throughout this dictatorship in this country, all financial system has been controlled by that form of government. Capitalism will make it where people can make decisions on production, investments, and any business they have without having to worry about the government taking anything away from them. Political socialization is essential because it will help illustrate the underlying value of society and have people on the same page again. One method that will help in socializing citizens is through education, not just training in school for children but the internet, newspapers, radio stations, and social media. Reteaching our citizens of how this new society through these many outlets will help spread the peace and calm the storm of violence and rioting. “Schools help to build support for the prevailing societal norms by controlling the content of formal educational programs…family, friends, mass media and the social environment also contribute to political socialization (Zuo, Huang, & Liu, 2016)”. IMF or the International Monetary Fund is an economic organization under the United Nations that provides financial services for countries that need help. “The main objectives of the IMF (International Monetary Fund) are related to promoting international monetary cooperation and financial assistance to the states of the world (Andronic, 2017)”. According to the International Monetary Fund website, for a country to join, you would have to agree to their code of conduct, pay a quota subscription, and be open to the economic policies of other countries. This organization provides financial advice, helps with countries’ debts where you can borrow funds, and much more. As we are starting a new economic structure, capitalism, it seems only right to have an organization to seek assistance from when this plan launches out. NATO is another organization that this country will join; this program will assist with our security issue in this country. NATO or the North Atlantic Treaty Organization is a permanent military alliance created by the United States, according to Magstadt (2015). This organization assists with problem-solving on defense and security levels. They believe in peaceful resolutions and, if all else fails, to have a military backup when necessary. With this country being involved with domestic terrorism and international terrorism, NATO will provide this country with an opportunity to stop both terrorists through their military force. According to NATO (2017), they have an open-door policy for all nations who would like to join. States are expected to follow a specific political, economic, and military goal. Through the assistance of NATO, we can combat the international terrorist. The military force will provide us with the defense to fight off terrorists from our neighboring countries. When dealing with domestic terrorism, we must tighten up security and law enforcement. Not only that, we need better surveillance, a security system to protect our leaders, as well as weapons and gun control. The funding of our domestic program for law enforcement will go towards all of this to provide safety and unity. As a result of restructuring this country, peace has finally been restored. A centralized government has been put together as well as the branches of government where all work together to bring order and management in this country. Residential programs have been established where the main focus is on law enforcement and the security of the citizens as well as education (Sandoval-Almazán 2017). By following the capitalist philosophy for the economy, wealth is based on private ownership with no government interference, and this helps take away from what the people went through under dictatorship. Alliances are formed with IMF and NATO, and plans have been implemented to fight terrorism. To have those constitutional controls to limit the size and power of government, a constitution must be written. To write that constitution, members of the community must be selected, much like the forefathers that wrote the U. S. Constitution. Selected would be a group of diverse members from all areas of the New country, so as not to alienate any particular group. The committee would formulate the constitution in a democratic model like the constitution of the United States of America, with the same stresses on the separation of powers. The scale will be much smaller because of the size of the New country. Less government will be required; however, all freedoms and restrictions must be addressed for the government to be successful. According to Dye & MacManus (2012), separation of powers is defined as “The constitutional allocation of powers among the three branches of government: legislative, executive, and judicial” (p.42). The separation of powers is the key to limited government and is the critical protection that a nation or state has to keep one branch from garnering to much power. Having established a constitution with an intense concentration on the separations of skills and personal freedoms, the branches of government will now be formed. The executive branch would encompass the president and a small staff relative to the size of the small New country nation. His role will be that of a leader, that will project a positive image of the New country state to foreign countries. He will also be the head of state and have the final say on laws affect the New country as a whole. The main objective of the executive branch will be to establish positive foreign relations, as trade will be essential to survival on a small New country nation. The citizens will elect the president for a term with limits as established by the constitution. On a smaller scale, the individual communities will choose a local mayor that will be responsible for the different local governments. As necessary for the separation of powers, a judicial branch will be established. The judicial branch will be designed to interpret the laws and maintain order through fair enforcement of those laws. Each community will elect legal representatives that will form a national supreme court. Additionally, lower courts will be established in the cities to handle community crime and other legal matters. Each city will have an established police force that will serve under a police chief, who will each be responsible for community jail and correction systems. The third and equally important part of the separation of powers will be the legislative branch. On a much smaller scale, the communities will elect representatives to both a house and a federal senate. It will be the function of these groups to formulate or change laws as may be necessary and to send them to the president for final approval. To limit the power of the president, Congress will have the ability to override the president’s veto if higher than two-thirds of the legislators vote to do so. Like the president, the people will elect the members of the legislature with limits in terms established by the constitution. Like the mayor serves as the executive branch of his or her community, each community will elect a city council that will serve as the community legislative branch. For the protection of the citizens, only a small militia will be formed and be well organized under the command of the president. The formation of an offensive military is of no value because of the size of the small New country nation. However, a defense force is essential for protection from incursion or piracy. The military will be funded by federal taxes that will be determined by the representatives, but taxation must be minimal to encourage economic growth. There are concerns to be addressed beginning with domestic matters; in a country where instability is the order of the day, the best governing style to administer is a republic. This is the style where leaders represent the need of their citizens. Elected leaders always serve the interests of their citizens. The principles behind the republic governing style are inclusion, equality, social development, economic growth, and security. As the president of a young state that lacks economic, military, and political structures, one should adopt a style that will address the basic needs of the society. First, one should identify three branches of government, which include the executive, the judiciary, and the legislature. The purpose of the executive is to form an administrative force that will ensure the implementation of laws and policies. The executive will mostly initiate development projects and economic systems. The military force falls under the executive. The military should be under the command of the president to curb the loyalists of the previous dictator president. The function of the judiciary is to ensure there are law and order. The security apparatus falls under the judicial system; they will help in bringing justice to the country. Through the legal system, there will be law and order in the country and at the same time, ensures there is social justice. The legislature is meant to make laws and amend the existing ones. The government will also represent the interests of its people (Magstadt, 2017). We ought to initiate a program that promotes the public good and a good society. The two federal good plans for a perfect state include; Community action programs and education reform programs. These programs are meant to bring about equality. A community action program will help reduce terrorism and ensure peaceful coexistence among citizens. The program will also help in addressing the city’s plan because they can communicate their needs quickly. The education reform will help in poverty eradication and promoting economic growth. The best economic structure to adopt an ideal state is a community economic structure because it ensures consistent economic growth in the country. The idea of a perfect state is based on social justice as a virtue. An ideal state is classes, and everyone holds the same opportunities if success without discrimination. A country that has recently overthrown a dictator and is faced with domestic terrorism should put the needs of its citizens first and promote national unity among its citizens (Waldo, 2017). Global Concerns; no state can sustain itself; they need comprehensive assistance for economic and security purposes. An ideal state that puts the need of its citizens first they should join global organizations for commercial trade and security purposes. One industrial organization that a perfect state should participate in the international monetary fund. IMF is an international agency that ensures there are economic cooperation, financial cooperation, and international trade. A young country that has no commercial structures needs such an organization as IMF to participate in global trade markets. An ideal state should also be a member of a worldwide security organization. For security purposes, a perfect state should be a member of the United Nations. The United Nations makes decisions on peace security among countries. As a member, the state will receive support from other states to deal with the neighboring country supporting terrorism. A young nation that seeks to fight terrorism and establish a legitimate government requires support and help from the international community; therefore, it is necessary to join the organizations mentioned above. To combat the neighboring country’s terrorism threat, the president should impose sections on the land. They should also use military action to root out domestic terrorism. These two ways will be useful in combating terrorism. They should also impose media control on terrorist acts. The aim of terrorism is publicity. Therefore when media do not cover their actions, they will be demoralized. Military action will prevent foreign aid to terrorism and impose fear of domestic terrorism. This will eventually lead to low terrorism in the country (Magstadt, 2017). Conclusion As discussed above, it is not easy to achieve an ideal state within a fortnight. It will take time for a country that is faced with terrorism and lacks stable governance structures to achieve its goals. Therefore it is essential while creating an ideal state the president focuses on making government branches that work for its citizens. These branches include the executive, judiciary, and the legislature. Apart from addressing domestic concerns, the president should also address global concerns such as international trade and security. By addressing all these issues, there is a possibility of creating an ideal state. Forming our democracy in the model of the United States will make this relationship a natural fit. The idea of building a new government on a small New country nation is distant from reality. Still, it does provide an exciting opportunity to look at all phases of a particular government structure and shows why the checks and balances are so necessary.
